What’s a good way to buy stuff wholesale and sell on eBay if you don’t have a lot of money?

You can also do your homework, and find good deals on eBay itself, and “flip” them (resell them for a profit….)

Definitely goodwill and salvation army stores. Shop at the ones in the Rich part of town. Look for items that can mailed cheaply and won’t break. Autographed books, mags, pictures, stamps etc.
